Constitution
We, the Citizens of the Alterra Capital, in order to establish a secure economy, ensure public safety, and protect the individual liberties of all residents, do hereby ordain and establish this Constitution of the Capital Government.
Article I: The Capital Bill of Rights
Every player holding active and untainted Capital citizenship is guaranteed the following fundamental rights, which no Capital Civic Directive (CCD) may infringe upon:
- Section 1: Right to Due Process. No Citizen or registered legal entity shall be subjected to asset seizure, warrants, or banishment without clear violation of established Capital Law.
- Section 2: Freedom of Movement & Association. Citizens have the right to establish, govern, and join independent towns while maintaining Capital privileges.
- Section 3: Right of Representation. Every active Citizen has the right to utilise and vote on Capital Civic Directives.
- Section 4: Right to Protest. Citizens have the right to petition the government and force public votes on new legislation if sufficient signatures are reached.
- Section 5: Right of Renunciation. No Citizen shall be held in the Capital against their will if not held for crimes. The right to renounce citizenship is guaranteed.
Article II: Scope of the Capital Government
- Section 1: Municipal Jurisdiction. The Capital Government's legislative power is confined to the boundaries of Capital-owned properties, or areas utilising Capital-funded infrastructure.
- Section 2: The Power of Taxation. The Capital retains the right to automatically deduct taxes to maintain server infrastructure, subject to real-life weekly interval.
- Section 3: Limits on Ex-Citizens. The Capital Government reserves the right to restrict access, enforce global market tariffs, and withhold legal protection from Renunciants.
Article III: The Legislative Process
- Section 1: Capital Civic Directives. All general laws, zoning changes, and penal codes within the Capital must be drafted as a CCD.
- Section 2: The 7-Day Rule. No CCD can become law without being posted at the Capital Supreme Court Registry for a 7 day public review.
- Section 3: Emergency Changes. The Capital Administration has the right to issue temporary adjustments without a review in extreme cases.
Article IV: Emergency Powers & Amendments
- Section 1: Constitutional Amendments. To change this Constitution, a proposal must achieve a 75% vote from the citizenry.
- Section 2: Active Warrants. Any Citizen with an active criminal warrant temporarily forfeits their Section 3 and Section 4 rights.
