Capital Civic Directive Act
(CCDA-001)
All regulations, zoning adjustments, public safety laws, and municipal codes affecting Capital territory must be formalized through a Capital Civic Directive (CCD).
1. Proposing a Directive
A CCD may be drafted by the Capital Administration or brought forward by Capital residents via a municipal petition.
2. Posting & Voting
Once a directive has been drafted, it must be posted publicly at the Capital Supreme Court Registry for review and a voting period.
- Only active, untainted Capital citizens may vote.
- Renunciants, visitors without Capital citizenship, those with active warrants, or pending renunciation applications are barred from voting.
The 7-Day Rule
- No CCD can become law without being posted at the Capital Supreme Court Registry for a 7-day public review period.
- Emergency adjustments may be issued by the Capital Administration in extreme cases.
3. Enforcement
If a directive passes by majority voice it is signed into the Capital Charter and becomes enforceable within Capital boundaries only.
